No, it's not a pure configuration problem. There's also a bug in arts. See bug
4051 for talk for a patch that has never been accepted. However, you're not
using arts, and it doesn't help you have the artsc_config program. That program
is specifically designed for configure scripts to query so it's causing you to
build the arts linkage (which dev packages are supposed to allow). The real fix
is to remove the dev package because it's not meant to work alone; so removing
it, your crash will go away.

The program `lnusertemp' is available
$ whereis lnusertemp

Furthermore, as I said before, there is no arts installed:
$ whereis artsd
artsd:
$ find / -wholename "*/bin/*" 2>/dev/null | grep -i arts
/bin/run-parts
Thus I don't understand why wine assumes that arts is installed or used. I
don't think that this problem is the fault of the distro or any configuration.
Wine wants to use arts although it is not available. So the configure script
needs to be fixed to check for the arts binary, and winecfg needs to be fixed
to print (at most) an error message about the non existing directory, but there
isn't any reason to let it crash.
Please explain why this should be a arts or system configuration problem. Sure,
arts is a really horrible program, but I don't see a reason to blame arts for
this problem.

Jesse Allen, I don't think that it is a pure system configuration problem. Wine
works fine, even with sound. Only winecfg crashes after activating the audio
tab, because wine (or some strange application executed by wine (which I can't
locate with a strace)) wants to access a non-existent directory.
I don't know why wine assumes that arts is installed if there is a /usr/bin/
artsc-config. Shouldn't it look for the artsd binary instead? And I think it
shouldn't crash if the directory /tmp/ksocket-$USER doesn't exist, because it
doesn't mean that there is a serious problem with the sound/system setup.
There has to be some workaround. As I already said, I am not the only one with
this problem.
