I have created a tiny executable that does just that. The above url points to cdec.exe and also has my MSVBVM60.DLL file. From the clean .wine with only MSVBVM60.DLL added running cdec.exe and clicking 'OK' should produce the error. Bug 5245 is very similar to this bug, so maybe a regression. This often doesn't work properly even on Windows systems.
