There is a number of applications/installers which require this library to be present (several media player versions come to my mind). As added bonus this version of pdh.dll (NT4 API based) doesnt have the dependencies to odbc performance data dlls like the newer 2K/XP one has (required additional odbcbcp.dll). Running the self-extractor and copy pdh.dll to system32 will please most application installers which require performance helper library present. The name of the window -- the error message "Error: 87" is in - is "Feature transfer error". This is a msi error and means "ERROR_INVALID_PARAMETER". Do I have the wrong msi version?
