Actually Wine already does that itself (see explorer's HAL code). What is not
happening is users start programs from WM's file browser and guess what $PWD is
in that case? In other words this is distro's problem, not Wine's.

Anything in the terminal? If so, please attach as file (if it's more then 10 lines).
Could you upgrade Wine to latest 0.9.36 version, (re)move ~/.wine directory,
reinstall your program and try again?
