Any bug report relating to Steam/Wine is marked a duplicate of bug 8572 and marked "solved", with a statement that the current git has resolved this problem. It has not. Version 9.38 has not and still does not now work properly with Steam. Upgrading from 0.9.38-1 to 0.9.38-2, Steam interface will load up, but any Steam applications that are launched will crash. Also, with 0.9.38-2 other game applications(non-Steam) will run without sound regardless of configuration settings. Version 0.9.37 was the last version if Wine I have found that would function properly under Linux with game applications.
