I gave it a try. Works find with native msvcrt. Might be a duplicate of other
bug, i can vaguely remember a similar bug.

Dosbox (dosbox.sourceforge.net) handles programs with this problem. I know it's
not the solution some people would be looking for since it's an additional piece
of software and it's an emulator...but there may also be a lot said for putting
programs that are trying to access those low blocks of memory in an isolated
environment rather than working out the additional potentially convoluted memory
rerouting into Wine. Running them this way on a computer that was made around
the same time as the software would be problematic if anyone is masochistic
enough to be doing that however.
