Workaround:
I did not do much testing but schedtool might just do the thing.
schedtool was in schedutils package in my distribution.
Forcing wine to run only on CPU1 (2nd core):
schedtool -a 0x2 -e wine C:\\GAMES\\REDALERT\\RA95.EXE
Red Alert did not crash instantly when I played around with the menu as it does
without forcing.

the pdh.dll error disappeared but the application still closes after a few seconds.
