It's very annoying and it shouldn't be there. It is indeed a bug. The screenshot is attached below. It happens on both full screened and windowed mode. I tried to use DCOM98 and also WINE (builtin and native and also vice versa) to open and execute macros written in MSExcel 2003. I get the "SystemError &h80040110" and out of memory errors and the form never opens. Since, there is not much activity on this bug since sometime, I just wanted to know if this is a bug that is solved or if is there a workaround, so that WINE can be used to open and execute VBA macros(having forms) in excel files. P.S: The VBA macros that do not have forms work well with WINE.
