This is exactly the bug. Wine can't guesstimate what is VendorID and what is
ProductID. Kernel should return them separately. Or provide means to query that
information. Which it doesn't.

Your kernel doesn't support vm86.

I have tested now with both 1.0.1 and 1.1.10.
The bug is still present in both versions, but there is a noticeable
improvement in 1.1.10.
Version 1.0.1 on occasion becomes unusable where it is continually popping up a
dialog specifying that a new joystick has been found. Pressing the button,
closes that dialog but then another immediately pops up.
Version 1.1.10 still sometimes pops up a single dialog, but only after a
minimum of 5 or so minutes.
Unfortunately other performance problems are making the game unplayable, so I
will need to play with the settings a bit before I can do more testing.

Hi - apologies for opening the bug to add feedback, I didn't know the protocol.
This is the first time that I "pointed to the kernel". It was "Salius K." who
made the original reference.
> "Wine returns exactly what is returned by the kernel".
What is returned by the kernel is the concatentation of the "VendorID" and
"ProductID" for the USB device. I find it difficult to see how this choice
could be described as a bug in the kernel, however, in the context of Wine and
RWG this is a bug.
I will continue to hack the wine source... :(
Again, apologies for reopening the bug.
