It's still an issue for me in Wine 1.2 using ALSA.

I get similar behaviours than you with wine 1.2. I think that the focus of this
bug should be changed; it is possible to start the game if you mess up with the
.ini configuration file. But it is not possible to start the game with
"vanilla" settings.

Summary: C&C First Decade, slew of problems.
Product: Wine
Version: 1.1.42
Platform: x86
OS/Version: Linux
Status: UNCONFIRMED
Severity: normal
Priority: P2
Component: -unknown
AssignedTo: wine-bugs(a)winehq.org
ReportedBy: ae_7fam(a)yahoo.com
Well, I bought a copy of First Decade in hopes of network playing against my
brother, who owns his own copy.
So I install WINE for Ubuntu, and then the game itself. The installation went
off without a hitch.
Various bugs about the games:
C&C1:Menu boxes appear, then text appears and boxes flicker. Every time a menu
opens, and every time something is changed. Randomly locks up, unusable. Also,
cursor flickers
Red Alert: Same as above.
Tiberian Sun: Cannot run, as it says "A Debugger has been detected"/"Unload the
debugger and try again."
Renegade: No known problems
Red Alert 2: Cursor does appear until I click the Quit button. Sound completely
cuts off after random time.
Yuri's Revenge: Same as Tiberian Sun.
Generals: Have not tried yet.
Fixes:
Set all .exe files in C&C1, RA, TS, & RA2 folders to run under Win98
compatibility
Both fixes on this page:

stderr from Wine
I've been testing xrecode http://www.xrecode.com/ on Xubuntu 10.04 because many
other audio conversion programs crap out.
Couldn't run it successfully because some functions were missing.
Stderr is in the log file below.

After some limited testing I've come to the conclusion that the DIB engine
fixes this problem. (And this problem is still present wine-1.2rc7).
