This 'Wine cannot find the ncurses library (libncurses.so.5).' also appears,
when I start an application by 'wine app.exe' as the first output on the
commandline.
I checked my debian packages with:

I'm not a CSS player, but I used to apply win98 mode to hl2.exe, so lots of
source games wouldn't crash, including tf2, and insurgency (which would crash
on start up). I no longer need to do this; I can use winver winxp, and the
games don't crash (and might also be running faster).
Hopefully this evidence is not too anecdotal, but it might show that the bug is
fixed or ameliorated as a result of recent gdi/dib work.
