I seeked out an xp disk and extracted the file. It starts. So I'm guessing the
Win8 one is incompatible for some reason.

Summary: WoW EULA fails to activate "Agree" button during
installation (gecko wrapper)
Product: Wine
Version: 1.0-rc1
Platform: All
OS/Version: All
Status: UNCONFIRMED
Severity: normal
Priority: P3
Component: -unknown
AssignedTo: wine-bugs(a)winehq.org
ReportedBy: adys.wh+winehqdotorg(a)gmail.com
The latest version of the World of Warcraft installer (83xx) seems to have
changed. Under the gecko wrapper, the EULA can be read but seems to fail to
report scrolling position. This blocks the user from installing WoW without
either forcing rendering with IE engine or using an older installer to install
the game.
I'm afraid I cannot provide an URL.
