I just had to restart Steam because of an update on 14 aug 2014.
One of the new feature of the update is a modification to the internal browser
so that it loads faster.
After restarting only the game library is usable, clicking any online option
results in a blank page that loads indefinitely.
I did not try to download anything from the steam client.
Looks like bug 37006 where APB:Reloaded hangs because of internal Gecko browser
not loading.

that's interesting because I can alt tab (running the game in fullscreen) to a
eg. a browser and open a new tab (which I can't see because I'm using fglrx
which comes with it's own alt-tab problems) using keyboard shortcuts and
"return" to the game and in-game keybord short-cuts will still work.

Yes, I've experienced noticeable improvement by lowering resolution. However,
moving the mouse to even deploy MCV makes me afraid of the lag I'd experience
if I was attempting to operate a full-sized base.
What I find to be the most-odd is the scrolling of the mouse seems to be the
only unaffected object in the lag. Unit movement, building/training queues,
and resource/money updates (like when you first start level and starting money
is added) all run slowly during mouse movement. However, you can freely move
the mouse around the screen with ease.

Just like Nikolay says in Comment 83, the Counter-Strike Steam version uses
Webkit.
You would need to use the non-Steam version for an accurate test.
