I created it with SetWinLocale:

SetWinLocale --default ar-EG

SetWinLocale expects the machine it is configuring to be running 
TestAgentd: that's how this Linux script runs commands on the Windows 
machine. But the core of it is the locales.xml file it generates:

Then it runs:

control.exe intl.cpl,,/f:"locales.xml"
