Well, we didn't get a huge set of results (only 18 answers), so I'm not sure how statistically interesting this is; answers continue to trickle in, but I thought I'd report on what we have so far.
But several things emerged as conclusive to me.
First, out of the 18 responses, 8 voted for Sat/Sun, 4 for Fri/Sat, 3 for Weekdays (3 didn't pick). That seems like Sat/Sun then is our best choice.
Second, again out of that sample, we had 8 for the UK, 5 for DE, 3 for MN, 1 for Northern California, and 1 for any old where.
That implies Europe pretty strongly to me, and also suggests a pretty solid nod to the UK.
As for the dates, there wan't any real consensus. The only thing that emerged was that September 16th was the only date that *everyone* could make.
That suggests to me that we should nail down September 16th *now* before that changes.
Rob, are you still game for organizing this near Reading?
Other thoughts/comments are welcome.

Sure. The university should be available at that time. It has the advantages of: a) having cheap accomodation; b) having plenty of accomodation so we should all be able to stay near each other; c) being cheap and easy to get to from the centre of Reading; d) having plenty of places to get beer nearby.

It's been a week and no objections have been raised, so is it safe to book for the Sept 16th and Reading as the host?

UK and Reading are good for me and the weekend (16th Sept) is OK.
Its almost certain I can't get down to Reading to help setting up before-hand, though I can probably hang around after to help clear up.

If the plan is to have a WineConf on September 19th, we're now within the 6 month window. Is there anything I can do to help? Oxford or Reading still gets my vote. Also, I just noticed there's a LinuxWorld Expo in London on October 25-26. That's getting pretty late in the year, so I'm not sure if we should coordinate with that at all. Personally, I doubt I could make a conference any time after September.
Also, there's an O'Reilly conference, EuroOSCON, September 18-21 in Brussels. I might be able to make some calls to people I know with O'Reilly and see if we could dovetail in that conference to use the same hotel space the weekend before - September 16 & 17th.

Actually, Rob has made good progress; it looks like we've got a great facility available on the 16th + 17th in Reading.
Hopefully he'll have an announcement next week some time (the bum is off lazing in Spain atm :-/).
