I tried version 12 and had the same issue. When the program starts it complains that "Unable to read version information from the file "C:\Program Files\Ulead PhotoImpact 12\Iedit_.dat". Insufficient memory or system resources low." and then errors out immediately afterwards. The problem definitely didn't exist in version 0.9.12 and it is yet unfixed in version 0.9.28.
