The initial description of this bug addresses that issue:

Using 0.9.17 has other drawback, numlock keys work only once. That is if you
use an item by pressing a numlock key, you cannot do it again. I know that few
people use those keys but if you map them to additional mouse buttons by
imwheel it can be quite handy. Unfortunately, as I mentioned, it won't work in
older WINE version because of some other bug.
Anyway, do you also encounter such 1 sec. long freezes even when using 0.9.17?
After such freeze the game runs fine, but during this one second you can't
control anything.

Same here, using Kubuntu 7.10 on i386 and wine-0.9.47.
Installing with 0.9.47 works well. Trying to open Word causes the "not
installed for current user" error.
Switching back to wine-0.9.37 let's me open and use the applications.
After upgrading to wine-0.9.47, Word still opens, adding text works, but trying
to save the file makes Word crash.

Still present in wine 0.9.47. Interesting to note that Excel and Publisher both
launch fine, word and powerpoint give this error. Access refuses to launch, and
outlook requires IE (winetricks fakeie6 wasn't enough).
