The first thing my installer script does is install MSIE 6 which is needed by MDAC to install which in turn is needed by Vector NTI, hence this is where JScript comes from. If you just make a plain wine prefix and install Native MSI and then try to install Vector NTI it will fail the install with the Internal Error 2739. OrderAction6 dialog box. This certainly looks similar to your bug. Glad to see I'm not the only one with the issue. Would be nice if someone could look at it. Strange that I'm limited to 1024x768, while you are limited to 640x480.
