Suspicious one: GetLastError() retval=00000057 (parameter incorrect) That last error gets passed throughout the installer. Seems no api resets this until it gets finally checked. You could try to produce a log with successful run and diff it against first (unsuccessful) run (paying attention to last error values). And try to add +loaddll,+seh for both runs to see which (native) dll might be involved.
