Ouch, that thing again. Looks like a duplicate of another bug , i forgot which
one. IRC, anet2.dll is a kind of old dll that handles exceptions. You might want
to try to get it somewhere, to see if things changes.

patch for UrlCanonicalizeW
Louis try this patch against a recent version of wine, I think it should fix
the regression. If it does, try again with all builtin dlls and report what
happens.

As soon as Populous: the Beginning starts, the mouse is "locked" to a specific
point on the screen and is rendered immobile. This makes actually playing pretty
much impossible.

I installed .NET 2.0 and tried the installer again. The installer complained
that .NET 2.0 wasn't installed, which this patch fixes:

If you don't know the component, just mark it wine-misc. Also, the error
message says it can't load dsetup(.dll). Is that file anywhere on the cd? On
another note, please always attach plain console output to the report before
attaching specific debug channel logs. There's nothing in the msi log that says
this bug is in msi.
