I've bisected this and it appeared with the original introduction of Gecko 0.9.0, 8d28f09d8a582ff499b5947a5a2d1cf2700fb259, and persists in both 1.1.12 and 62d6a4e9f7d9659f8b575b533d16a9a006aba77a (current master).
