remove <wineconf> from sample config

These are just comments and IFAICT can be safely removed. I have submitted two versions of this patch. config1.txt just removes the lines whereas config2.txt changes the < and > to [ and ]. Since I have run all my programs without problems with <wineconf> removed I do not anticipate a probem with getting one of these patches accepted <g>. Change Log: Get rid of <wineconf> and </winconf> from the sample config as they interfere with including the file in the documentation. A relay trace is done by executing wine with which debug flags?? I've seen traces done on wine, but I also know there are damn near 50 ways to trace... No problem, I was just copying/pasting them as I was going along because I have a lack of time to work on WINE and didnt want my tree to get to out of sync with all of the wineserver changes Alexandre has been doing. Our cmd.exe is based off of freedos command.com which is GPL. I dont think our cmd.exe maintainer would have a problem relicensing his work as LGPL but for the rest we would need to talk to the freedos people.
